Jerry, I've always thought REX did more than just clouds, but unfortunately I don't use so I have no idea how to configure it!
My essestial FSX list (non-aircraft):
1. Activesky 2012 (weather and textures, sorta like REX)
2. World Mesh (FSGenesis is a start)
3. Tileproxy (very hard to configure)
4. FSInn (for VATSIM)
5. FSUIPC (the brain behind add-ons)
Also, there is a website that helps configure your FSX.cfg file to smooth out FSX and make it run faster... I recommend giving this a shot...
http://www.venetubo.com/fsx.html
Once again, this is just my list. Everyone has their FSX configured differently.
All the best.
